The Mayor’s Climate Implementation Plan & Vision

Building on decades of progress as a global climate leader, the City is setting a clear path to reach carbon neutrality by 2045 while investing in our community resilience. Los Angeles is driving climate action by centering equity and economic growth in this implementation strategy, serving as a global model, and focusing on near-term actions over the next decade to keep us on the path to carbon neutrality. Mayor Bass’ vision is for a resilient, climate-safe Los Angeles where every Angeleno can thrive. This vision balances immediate improvements to daily life in Los Angeles with our responsibility as a global city to combat climate change. Los Angeles has been a global climate leader for decades, achieving major milestones, from cleaner air to becoming a coal-free city. Still, as climate change intensifies extreme heat, wildfires, drought, and flooding, there is more work to do, both to curb emissions and to prepare Angelenos to cope with and adapt to these changes.

Plan Structure

We have organized this plan around four overarching goals that define our vision for a resilient, climate-safe future and emphasize that climate solutions are cross-cutting and intersectional: 

To translate these visions into reality, the plan includes 14 objectives that outline our strategic roadmap, along with over 50 targets and actions designed to deliver concrete, measurable climate outcomes.
